Bond conditions and Amount
All the non-service quota candidates admitted to Medical Postgraduate Courses shall serve the Government in Health Services or Medical Education Services as decided by the Government of Kerala for a period not less than one year after the completion of the course, on such remuneration and terms and conditions as decided by the Government.
If a Post Graduate student discontinues the P.G course after the final Centralized allotment Process he/she shall pay Rs. 15 lakhs/- (Rs Fifteen lakhs) as Liquidated. Damages and also refund the stipend/ Salary already received.
The Kerala Cabinet decided to increase the stipend of P G Medical Students in the State.
The stipend was increased from 23,000 to Rs 32,000 for first year Junior Residents, from 24,000 to Rs 33,000 for second year students and from Rs 25,000 to Rs 34,000 for third year students.
The stipend was increased from Rs 28,000 to Rs 35,000 for first year Super Specialty Senior Residents, from from Rs 29,000 to Rs 36,000 for second year students, and from from Rs 30,000 to Rs 37,000 for third year students.
The stipend was increased from Rs 34,000 to Rs 38,000 for Senior Residents-PG Bonded and from Rs 34,000 to Rs 39,000 for Senior Residents-Super Specialty Bonded. Government has given the sanction for a special package for the non-teaching staff.
Non-Service candidates shall execute a bond with three sureties for a sum of 10,00,000/- (Rupees Ten Lakhs only) on admission to Post Graduate Diploma courses and 20,00,000/- (Rupees Twenty Lakhs only) for Post Graduate Degree courses of the 2013 – 2014 session with an undertaking that they shall serve the Government of Tamil Nadu for a period of not less than two years, in the posting issued by Government, if required. During the above period, they will be paid a salary on par with the fresh recruits of the Government of Tamil Nadu Medical Services and the Government of Tamil Nadu will requisition their services within a period of 2 years from the date of completion of their Postgraduate Degree / Diploma Course. Two sureties should be permanent Government servants in the same or higher rank than the candidate. One surety should be the spouse / parent of the candidate. PAN numbers of the sureties should be furnished. The prescribed form of bond will be available in the Colleges at the time of admission. The bond will become infructuous if he/she serves the State Government of Tamil Nadu if required for minimum period of 2 years. If non-service candidates discontinue the course they have to pay the total amount of penalty and the stipend received.
To address the prevailing deficit of doctors in rural areas, the state government has introduced a bond of Rs 10 lakh at the post-graduation level to ensure that students passing out from government medical institutes serve at least for 3 years in villages. The decision was taken at a Cabinet meeting. At the graduation level, the bond amount has been increased from 1.5 lakh to Rs 5 lakh.
